Ofcom has opened an investigation into BT following a nationwide failure that disrupted access to emergency services on 25 June. On that day, many people across the UK were unable to reach emergency responders by dialling 999. Police, fire and ambulance services advised callers to use alternative numbers such as the non-emergency 101 line.
Under Ofcom rules, BT and other communications providers must take all reasonable steps to ensure uninterrupted access to emergency organisations via their call services. Providers are also required to maximise the availability of voice and internet services during major network incidents or force majeure events.
The Ofcom investigation will examine whether BT met these regulatory obligations and whether it took suitable measures to reduce the disruption’s impact. Regulators will closely review BT’s response before and during the incident to determine whether its actions complied with the relevant guidelines.
Reports indicate BT took three hours to notify government authorities about the problem. The inquiry will consider whether that notification should have been made sooner and whether earlier steps could have limited the outage.
Disruption of emergency services is a serious public-safety concern because people rely on immediate, dependable access to help in critical situations. Ofcom’s probe aims to establish whether any lapses occurred in BT’s service delivery and whether regulatory breaches took place.
The investigation’s findings may have major consequences for BT, including potential fines or other corrective actions if regulators find that obligations were not met. The outcome will also reinforce expectations across the communications sector about maintaining emergency-service availability and taking proactive steps to minimise the effects of unforeseen network failures.
