TM Forum and GSMA Open Network Capabilities for Developers

TM Forum and the GSMA are simplifying how app developers access mobile network capabilities so they can build more advanced services.

Have you ever wondered how apps use your mobile network for location, messaging, or video calling? Historically this has been complicated by many different technical standards and processes that made access difficult for developers.

TM Forum and the GSMA have introduced a unified approach that lets mobile operators expose network capabilities to developers in a consistent, standardised way.

Think of it as a universal adapter: instead of developers needing different integrations for each operator or country, they now have a common method to connect to mobile networks worldwide.

This change aims to unlock the full potential of 5G for consumer and enterprise apps. Easier access to network features should lead to improved and more reliable services, including:

  • New and more innovative apps that were previously impractical
  • Higher-quality video calls and smoother streaming
  • More consistent location-based services
  • Smoother cross-border app experiences
  • Fresh use cases that leverage 5G capabilities

Previously, operators had to manage a confusing array of standards and bespoke processes to make network features available to developers. The new programme streamlines that by bringing multiple APIs under one certification process.

In plain terms, APIs are instruction sets that tell developers how to request specific network functions—such as checking connection speed or retrieving an approximate location. This unified certification reduces complexity and speeds up integration.

Telefónica, the operator behind brands like O2 in the UK, has already trialled this approach. Their tests show it can simplify collaboration with developers while preserving operator control over access and protecting user data.

Andrea Folgueiras, Global CTIO at Telefónica, said the joint certification agreement between TM Forum and GSMA benefits operators and the wider industry by increasing efficiency, cutting integration costs, and enabling network services to be delivered at scale—helping realise the goals of the Open Gateway program.

Since its launch last year, the initiative has attracted widespread support: operators representing almost 80% of global mobile connections have joined. That broad participation means greater consistency across networks and countries, which benefits both developers and users.

Nik Willetts, CEO of TM Forum, noted that members are advancing the industry toward a composable, plug-and-play future based on Open Digital Architecture. TM Forum’s Open API work has built a foundation for interoperability and monetisation, and the unified certification program reduces integration friction and builds global confidence in interoperable APIs. This collaboration with GSMA supports a healthier API ecosystem and the future of connectivity.

As more operators adopt the unified certification, consumers should see the advantages in everyday mobile experiences: new apps that weren’t possible before, existing services becoming more reliable, and more features delivered through standardised network access.

Henry Calvert, Head of Network at GSMA, said unifying conformance certification for all APIs within the Open Gateway framework simplifies access to network capabilities and enables enterprise developers to build transformative services that harness 5G’s full potential. The joint work with TM Forum aims to make integration seamless and create standardised frameworks for a more efficient API-driven ecosystem.

The technical framework being established is like building modern roads between previously isolated villages: once connected, new opportunities emerge for everyone.

Most of these improvements will happen behind the scenes, but they should result in mobile services that work better and offer more value in daily life.
