Denmark has entered the history books as the first country in Europe to bring together public and private stakeholders to jointly develop guidance for responsible implementation of the AI Act. This groundbreaking partnership unites leading organizations from government, finance, IT and legal sectors to produce practical, actionable guidelines that enable safe and legally compliant use of artificial intelligence.
The initiative tackles one of the main barriers to AI adoption in Europe: uncertainty about legal frameworks introduced by the recently adopted EU legislation, the AI Act. Despite AI’s potential to address major societal challenges, broad implementation has lagged. By pooling expertise across sectors, the Danish partnership aims to pave the way for secure, effective AI integration — a model that could inspire similar efforts across Europe.
A new standard for AI in regulated industries
At the heart of the initiative is a white paper intended to serve as a concrete guide for organizations seeking to deploy AI responsibly and successfully. Produced with input from industry-leading contributors, the white paper will provide clear guidelines and best-practice examples on how AI can enhance employee experiences and customer or citizen services without compromising safety, reliability or legal compliance.
André Rogaczewski, CEO of Netcompany, initiator of the project and chair of Danish Industry Digital, highlights Denmark’s unique track record:
“Denmark has already shown the world how public and private sectors can collaborate to implement large-scale digital solutions grounded in democratic values and robust legislation. Successes such as digital ID documents and digital mail have inspired both Europe and the wider world. Now we are taking another step to lead responsible AI adoption.”
Practical guidance for AI assistants
The partnership positions Denmark as a European pioneer by offering specific guidance on the use of AI assistants that aligns with technical, organizational and legal standards. The white paper will be translated into several EU languages and will combine theoretical frameworks with step-by-step practical instructions organizations can follow. It will also showcase successful use cases from participating organizations, illustrating how AI can be applied in real-world contexts.
Prominent organizations backing the effort
The powerful consortium includes leading companies and organizations such as:
- Dansk Industri

By combining the strengths of these organizations and building on Denmark’s strong digital culture, the initiative aims to create a sustainable and responsible future for AI across Europe. The white paper is a milestone for Denmark and establishes a foundation for a shared European vision of AI as a force for positive social change.
